SUBSTANCE: device comprises units, placed on the base, of the movable and the fixed disc blades mounted on the shafts at the intervals in width of the tapes through the separating sleeves, the rotational drive of the movable blades and the mechanism of adjustment of the position of the fixed blades. The movable disc blades are made in pairs interacting with the fixed disc blades on the cutting edges. In each pair the movable blades are located in the throats formed as diverging planes of the fixed blades. The separating fixed blades of the sleeve are made with bevels of the end surfaces providing this diverging.

EFFECT: simplifying design and reducing complexity of its manufacturing while simultaneously ensuring accuracy and quality of cutting.
