SUBSTANCE: invention relates to metallurgy, particularly to high-strength cold-rolled steel plates used in motor-car production. Plate is made from steel containing in wt %: C: 0.02-0.20, Mn: 0.01-4.0, P: 0.001-0.15, S: 0.0005-0.03, N: 0.0005-0.01, O: 0.0005-0.01, Al and Si at least 0.001, at that total content of Si+Al is below 1.0%, Fe inevitable admixtures - rest. Area of bainite in steel structure exceeds or is equal to 95%, in central through thickness part of the plate from surface at distance from 5/8 to 3/8 of plate thickness average value of the pole density of the orientations group from {100}<011> to {223}<110> is 4.0 or below, pole density of orientation of crystals {332}<113> is below or equal to 5.0, and average volume diameter of the crystalline grains in the steel structure is below or equal to 7 mcm.

EFFECT: manufactured plates have high ability for local deformation.
