FIELD: machine building.

SUBSTANCE: cutter contains a mandrel, on it casing with secured in it cutting knives is installed. Rings of the dampening assembly are also installed on the mandrel and are linked with the cylindrical elements equally spaced along the circles in the aligned holes of the dampening assembly rings. Additionally the resilient elements are installed in holes of the dampening assembly ring connected with casing, the resilient elements are made in form of pins, maximum ten pins are installed. The resilient elements are additionally installed in holes of the dampening assembly ring connected with casing, and are concentrically vulcanized to within length of each pin located in the hole of the dampening assembly ring. Regulating screw with spring washer is installed with possibility of movement in the threaded hole at the mandrel end and from side of casing to change the clearance between the rings of the dampening assembly. In the additional ring-like aligned slots of the rings of the dampening assembly the assembly limiting axial movement of the casing is installed, it is made in form of the thrust bearing installed in said slots and contacting with the spacing plate, in its turn the washer contacts with the resilient shaped washer. The spacing plate and resilient shaped washer are located in the additional ring-like slot of the ring of the dampening assembly connected with the casing.

EFFECT: reliable regulation of rigidity of the dampening assembly to reduce impact loads and vibrations resulting in reduced roughness of the machined surface.
