When impossibility of connection is detected between the controller and the internal switching device, the internal switching device interrupts the communication line with the port for connection to the external switching device. When interruption of the communication line with the port connecting to the internal switching device is detected, the external switching device changes the route so that traffic for the active internal switching device can be sent to the switching device in the stand-by mode.

EFFECT: distribution of a load by means of separation of a package sending function to the network device and a control function to the control device.
