SUBSTANCE: group of inventions relates to the field of medicine and is intended for cleaning and disinfection of hands. An antimicrobial cleaning composition contains from 20 to less than 60 wt % of ethanol, containing 0-20 wt % of propanol (of the total component quantity), from 0.5 to 10 wt % of a surfactant (sulphate-salt) and water. The sulphate-salt surfactant contains an anionic molecule and a protonated amine as a cationic counterion. The composition is applied for foam generation. A dispenser, containing the said composition, is also provided.

EFFECT: application of the group of inventions provides effective cleaning and antimicrobial properties of the composition.
