SUBSTANCE: under the working method of a thermal power station, where spent steam is supplied from the first steam turbine to the steam space of the condenser, inside the condenser tubes of which a cooling fluid flows, and steam with heating parameters from the steam turbine takeoff enters the steam space of the bottom and top system water heaters, inside them the cooling fluid flows; in the thermal power station the heat exchanger-cooler of the system water and condenser unit are used, the unit has the second steam turbine, low-grade and high-grade heat of steam is recovered, wherein the thermal energy is recovered using the heat engine with a closed circulation loop working under the organic Rankine cycle, when the cooling fluid is a low boiling working medium circulating in the closed loop.

EFFECT: invention increases the efficiency factor of the thermal power plant due to the complete use of waste heat for additional power generation, increases the life time and operation reliability of the capacitor of the steam turbine, and reduces thermal discharges to the environment.
