The radio base station is configured to receive information relating to mobile terminal state transition control and is transmitted from said mobility control unit and for performing control relating to mobile terminal state transition. The mobility control unit comprises means of determining information relating to mobile terminal state transition control from information about the situation of the mobile terminal.

EFFECT: reduced load on the base station owing to that the core network controls mobile terminal state transition.
