SUBSTANCE: mobility management entity is proposed which is located in the base network and is configured to communicate with the base radiostation. The mobility management entity comprises means for transmitting a parameter which indicates the waiting period of the mobile terminal to the base radiostation. The parameter is used by the base radiostation to perform the control related to the state transition of the mobile terminal between the CONNECTED state and the IDLE state.
EFFECT: reduced load on the base station due to the fact that the base network controls the CONNECTED-IDLE state transition of the mobile terminal.
