SUBSTANCE: invention relates to field of computer technology and can be used to build parallel computing systems. Apparatus consists of two stages, first of which consists of N commutators r×2r with 3r duplex ports, while second stage consists of Switches 2N r×r and r duplex ports, where r port of first stage switches form R = N×r external device ports, first r ports of 2r internal switch ports 1st stage connected to r port of first N switches 2nd stage, and second r ports of 2r internal switch ports 1st stage connected to r port of second N switches range in accordance with same table of compounds satisfying N = 2 (r-1) +1. Table interstage connections has N rows and r columns in cell in which indicate number of switch 1-th stage, which is connected to i-th switch ridge through j-th ports each.

EFFECT: technical result is to reduce transmission delay and increase number of dial-up subscribers.
