SUBSTANCE: invention relates to vehicle traffic control. Territorial system for controlling special vehicles comprises on each vehicle a radio station, a user encoding device and recording device, as well as a coordinate information sensor, a sensor of nature of goods and signalling sensors connected to user encoding device. Control station includes a radio station, a first processor and an operator workstation. Radio station and control station are interconnected via radio channels. Also system comprises identification marks, located on vehicles and scanning devices installed on control stations. System is also equipped with identification marks arranged at check points along a preset traffic route and scanning devices arranged on vehicles.
