FIELD: heat-and-power engineering.

SUBSTANCE: invention relates to heat engineering and can be used for cleaning and passivation (creation of protective film) inner surfaces of water steam path (WSP) of steam power plant (SPP) of thermal power plants (TPP) prior to start said plants and their output to mode of preservation. Cleaning and passivation of reagent is performed with mixture of oxygen with WSP working medium, wherein said reagent mixture is obtained by dosing of oxygen in at least one section of WSP. Difference: part of oxygen flow directed to feeding is taken off, passed through at least once through high-voltage electric discharge chamber (EDC), then returned to said stream.

EFFECT: technical result is possibility of adjustable increase oxidative activity of reagent solution without considerable increase of concentration of oxygen in it.
