SUBSTANCE: invention relates to audio encoding and decoding and is related to coding/decoding of audio signal having harmonic or speech content, which can be subjected to time-deformation treatment. Encoder includes window functions, window controller device, time deformation device with final functional quality check, time/frequency converter, TNS stage or encoding device quantiser, wherein window function controller, time deformation device, TNS stage or additional noise filling analyzer are controlled by signal analysis, results obtained by time deformation analyser or signal classifier. Decoder applies noise filling operation using adjusted noise filling estimate depending on harmonic or speech characteristic of audio signal.

EFFECT: technical result is increasing in accuracy of encoding.
