SUBSTANCE: invention is related to tobacco production technology. Method provides for extraction of fennel and rose flowers mixture with liquid carbon dioxide following with corresponding miscella separation, impregnation of fine tobacco fraction mixture with or without addition of cellulose-containing material is impregnated with the separated miscella with simultaneous pressure boost, depressurisation to atmospheric value with simultaneous freezing of tobacco blend, separation of carbon dioxide by sublimation, addition of invert syrup and softener, fermentation and packaging in tight container.

EFFECT: method allows to produce a target product not prone to stratification.
