SUBSTANCE: invention relates to computer engineering. Image processing device comprises a decoder capable of decoding in encoding modules submodules, which are partial areas of an image for each frame and have a hierarchical structure from the maximum encoding module to the minimum encoding module, of encoded data contained in the encoding module, for which a mode without compression is set as the encoding mode for encoded image data, herewith the mode without compression is an encoding mode, in which the image data is output as the encoded data; and a filtration processing controller capable of controlling, for the encoding module of which the mode without compression is set, to pass the filtration processing, herewith the filtration is carried out for a decoded image containing an encoding module, for which the mode without compression is set.
EFFECT: technical result is improvement of encoding efficiency with suppression of reducing efficiency of encoding processing.
