Image decoding device comprises circuits configured to receive the encoded image block to be decoded, filtering data of the block for verifying whether processing of filtering the image block, boundary control data for verification is performed, whether the filtering processing is performed using a slice pixel, following a slice, comprising said encoded image block and block size information of said encoded image block; obtaining, based on said block size information, the position of said encoded image block; decoding said encoded image block; and performing said filtering processing of the decoded image block, based on said block filtering data, said boundary control data and said position of the encoded image block.

EFFECT: technical result is to suppress the deterioration of filtration effects.
