SUBSTANCE: invention relates to wind power engineering. Wind electricity generating installation rotor is equipped with three or more sail type blades, each of which is part of cylinder confined by angle of less than 180°, with top in cylinder vertical axis center, arranged on consoles with common for all blades constant angle of attack varying from 35 to 60 degrees between blade cylinder segment chord and console, on which it is installed at their intersection point. Rotor is installed inside air stream concentrator, which working area is divided into active and dead zones.

EFFECT: invention is aimed at increasing wind flow energy use factor.
