When the offload is performed, the offload route configuration is done for bypassing the mentioned core network and connection to a switch means disposed between the core network and the packet data network. Through the switching means, the connections of the packet data network are switched from the core network in the offload route when the traffic is being offloaded. The packet to be offloaded is transferred between the offload route and packet data network through the mentioned switching means when the traffic to the core network is being offloaded.
