SUBSTANCE: cutter-loader includes a chassis, a frame, two rotary actuators with a center-to-center distance and the radius of the described contour when rotating by one executive body, two demolition devices located in the lower and upper parts. The length of the drum of the upper bump device is in the range 0.9-1.1 of the center-to-center distance between the rotating actuators. The drums of the lower demolition device are made composite, the end parts are equipped with berm cutters. The diameter of berm cutters depends on the length of the drum of the lower baffle device. Drum diameter of top hammer device and diameter of end mills meet certain mathematical expressions.
