Horizontal vibration damping device comprises a part for connecting the casing, connected to the casing, a part for connecting the support member connected to the support member and a damper. The part for connecting the support member has an offset relative to the casing connecting part when the outer tank vibrates. The damper generates a damping force corresponding to the offset of the part for connecting the support member to the connection part of casing.
