SUBSTANCE: in the method it is provided: receiving category information and modulation information reported by the UE, where category information contains the UE terminal category indication, and modulation information contains an indication of the highest order modulation scheme supported by the UE; and determining, as a downlink parameter for the UE, a downlink parameter corresponding to the UE terminal category and the highest order modulation scheme supported by the UE, where the downlink parameter for the UE is determined according to the correspondence between the terminal category of the UE and the highest order modulation scheme, which is supported by this terminal UE, on the one hand, and the downlink parameter for this terminal UE, on the other hand, as well as according to the UE terminal category and the modulation scheme are naive of the order supported by the terminal UE. According to this, the modulation capabilities of the UE may be fully utilized in the downlink communication process.

EFFECT: increasing the spectral efficiency of downlink transmissions.
