SUBSTANCE: device comprises a container with opening and closing means disposed near the container opening to close it. The closure means comprise a drum casing provided in the device interior, a drum having an opening directed into the container interior, the outer surface of the drum body is at least partially closely coupled to the inner surface of the drum casing, and the drum body has a waste transportation container extending inwardly. The drum body is pivotable between a receiving position in which refuse and waste can be placed into the transport container and a transfer position in which the transport container is aligned with the drum opening. The closing means also comprise a flexible sealing member extending along the peripheral edge of the drum opening of the drum casing and comprising a connecting portion located radially outwardly and connected to the drum casing and a sealing portion connected to the connecting portion extending radially inwardly from the connecting portion and formed with a possibility of being brought into contact with the seal with the outer surface of the drum body to seal the container opening. The device also comprises a lid formed and located on the container, with an opening for refuse supply. When the lid is located on the container, the drum casing at least partially surrounds the drum body, and in the refuse collection position, the transport container is aligned with the lid opening. In the device, the end of the sealing portion is free of connections to the drum body and is free to move, and the radially inner end of the sealing member extends upwardly from the container bottom and is in contact with the outer surface of the drum body.
