For this, the system comprises: a single network controller (SNC) for performing of the centralized control function, nput network element for performing of the of the data flow processing rule negotiation and the FNN functional node network for the user plan function performance, where FNN includes at least one FN functional node; both the input network element and the FN are connected with possibility of communication with the SNC, and at least two FNs are connected to each other directly or via the IP Internet protocol network; SNC is configured to perform the signals processing to implement the wireless network system control plan function the input network element and is configured to perform the rule negotiation and mark the data packet with the label; and is also configured to perform one or the combination of data processing and data redirection according to the label.
