SUBSTANCE: new MO OMA type for application-specific access control (ASAC) can include Internet protocol (IP) stream descriptions that can be used to accurately characterize applications. Priorities can be assigned to IP streams based on IP stream descriptions. The user equipment (UE) may receive such an MO OMA and also receive application prohibition information relating to the level of congestion in mobile network with which the application in UE wishes to connect. The UE may have connection control module (CM) that determines whether to allow the application to establish a connection to the mobile network based on the priority level of IP stream associated with the application and the application prohibition information.

EFFECT: providing granularity for managing the use of network access in certain types of applications that work in mobile devices when the access class is denied.
