SUBSTANCE: invention relates to communication. Communication device is disclosed, comprising: notification unit of package reception, transmitting notification of receiving a package to control device, wherein notification of receiving a package indicates that the predestined packages have been received; and package processing unit, which processes received package in accordance with processing content included in stream record (-s), including content of processing and match condition, which corresponds to receiving package, wherein stream record (-s) is generated by control device and obtained from control terminal; the content of processing includes content of transmission restriction control applied to package, for which transmitting notification of receiving a package is limited, and the package processing unit performs transmitting notification of receiving a package indicating that target package, which has been received, is limited, and the target package corresponding to compliance condition in accordance with the content of transmission restriction control.
