Easier manipulation of the winder mandrels is ensured by the fact that device (1) outside rotor winder (4) comprises two independently rotatable rocker parts (43, 44), which are rotatable with respect to said two lateral parts (6, 7) of the rotor, each of rocker parts (43, 44) comprises an axial displacement device (47) with which winder mandrels (9A, 9B) held on the respective rocker part (43, 44), can be rearranged in axial direction (8).
