SUBSTANCE: invention relates to encoding video data. Technical result is achieved by generating partition information in order to determine the coding unit; generating conversion index information indicating a division of the current-level conversion unit, when the current-level conversion unit included in the coding unit is divided into lower-level conversion units; and generation of information about the structure of the current-level conversion unit and conversion index information indicating the non-fragmentation of the current-level conversion unit, when the unit of conversion of the current level is not divided into units of conversion of a lower level; at that the structural information indicates whether the conversion unit of the current level contains one or more conversion coefficients that are not equal to 0.
EFFECT: technical result is to improve the efficiency of encoding video data.
