Base station contains a processing unit and a sending unit, while the processing unit is completed with the ability to generate a field to indicate the carrier assignment of the current scheduled carrier in accordance with the scheduling status of all configured carriers, the field indicating the destination of the carrier is used to indicate the total number of scheduled carriers in all configured carriers and the accumulated value M of the index of the current scheduled carrier, while the current scheduled carrier is the Mth scheduled carrier from the 1st configured carrier to the current scheduled carrier; and the sending unit is configured to send downlink control information (DCI) by transferring a carrier assignment indication field generated by the processing unit, in DCI to the user terminal using the current scheduled carrier, with M being an integer greater than or equal to 1.
