Method includes receiving, by C-GW, information of current UE location sent by mobility management network element; selecting, by C-GW, at least one forwarding D-GW for the UE according to the current UE location information; establishing, by C-GW for UE, a data transfer tunnel between the source D-GW UE and the forwarding D-GW and the data transfer tunnel between the forwarding D-GW and the target base station UE, wherein data transfer tunnels are used to transmit uplink user plane data and/or downlink user plane data during UE movement.

EFFECT: technical result consists in providing continuity of service during movement of UE.
