Method comprises melting steel containing, wt%: C 0.05–0.08, Si 0.2–0.35, Mn 1.1–1.50, V 0.05–0.1, Ti 0.01–0.03, S is not more than 0.015, P is not more than 0.015, Al 0.01–0.025, N 0.01–0.02, Ca not more than 0.02, Fe – balance and unavoidable impurities, including arsenic, lead, zinc, tin, content of which is not more than As 0.01, Pb 0.001, Zn 0.005, Sn 0.08, with carbon equivalent Ce≤0.35, fracture resistance coefficient Pcm≤0.25, steel casting, billet heating for rolling to temperature 1,200–1,250°C, end of rolling at temperature 850–880 °C, coiling at temperature of 600–550 °C, cooling in air.

EFFECT: high plasticity, cold resistance, deformability and weldability.
