SUBSTANCE: invention relates to encoding/decoding a video image. Method of encoding a video image includes: determining the difference in the motion vectors of the affine image block; determining accuracy of motion vector of affine image block; determining the sub-block size of the affine motion compensation image in the affine image block in accordance with the motion vectors difference, accuracy of motion vector and distance between control points in affine image block, wherein control points are pixels used for determination of motion vectors difference; and performing encoding processing with respect to an affine image block in accordance with the size of the sub-block of the affine motion compensation image.

EFFECT: technical result is higher encoding/decoding efficiency.
