SUBSTANCE: invention relates to encoding/decoding images. Disclosed is an image prediction decoder configured to obtain identification information which identifies an area, which is used to generate a prediction signal of the target area and encoded residual signal data; read identification identified in identification information; prepare a list which consists of input data corresponding to a plurality of neighboring regions, respectively, which are adjacent to the target region; selecting a neighboring area from the list, the selected neighboring area is identified by the identification determined in the identification information; generate a prediction signal of the target area by using prediction information for a determined neighboring area containing information on a mode which determines an inter-picture prediction method, reference picture number and motion vector, all of which are used to predict a certain neighboring region; restore residual signal of target area reproduction from coded data of residual signal; generate a target area reproducing signal, based on a prediction signal of the target area and a residual reproduction signal; and store target area reproducing signal as recovered signal in memory.
