SUBSTANCE: method for fabrication of plugging device (210) with opening control comprises the following steps: formation of housing (211) comprising base (212) and cover (214) connected by film hinge (232), wherein housing is made with cover in open or partially open position, closing cover on base, insertion into body of opening control element (201), which is made in form of separate from housing part and retains cover in closed position before insertion of dispensing neck (220), and inserting the dispensing neck into the body. Sealing device with opening control is made according to the described method.

EFFECT: method provides a greater flexibility of the film hinge caused by compliance with requirements for extraction of housing from the mold, enables to exclude the possibility of unintentional destruction of the opening control element and dispensing neck, as well as possibility of extruding the cover with a neck when it is transferred into an open position.
