Filler made from ceramic matrix composite has perimeter. First facing sheet of ceramic matrix composite and second facing sheet of ceramic matrix composite extend beyond perimeter to form a gap between first facing sheet of ceramic matrix composite and second facing sheet from ceramic matrix composite surrounding filler from ceramic matrix composite. Multiple openings pass through the sandwich panel. Thermal protection system additionally comprises a soft material seal arranged in the gap; plurality of insulation components; plurality of holders providing location at a distance; and a plurality of fasteners arranged to pass through the plurality of holes for attaching the sandwich panel to a plurality of holders.
