SUBSTANCE: hand-held electrical packing device comprises tape-pressing structure (11), vibrating element (1), knife (2), a band pressing limiter (3) interacting with belt-pressing structure (11), wherein belt-pressing structure (11) is connected to vibration element (1) or is part of vibration element (1), vibration element (1) is a swinging vibration element capable of lifting and lowering; wherein the hand-held electrical packing device comprises a pressing mechanism and vibration element (1) lifting and returning mechanism, and vibration element (1) swings to the left and to the right relative to the longitudinal direction of the packing tape, and the hand-held electrical packing device comprises a drive device for swinging vibration element (1) to the left and right; hand-held electrical packing device also comprises a manual pressure control mechanism with retainer (421) such that the pressure control mechanism remains in the locked position when vibration element (1) is pressed while tape-pressing structure (11) is in the belt pressing position, and, thus, pressure control mechanism can not move back after removal of manual pressing. Manual electric packing device can have smaller number of engines used by it.
