FIELD: physics.

SUBSTANCE: invention relates to communication networks with non-orthogonal multiple access (NOMA), specifically to receiving from each of a plurality of user equipment (UE) at least one report on measurement of radio resources. For this purpose, receiving from each of plurality of user devices (UE) at least one report on radio resources measurement, processing radio resource measurement reports for selecting a group of UE devices from a plurality of UEs as a NOMA group, determining a set of control parameters, including a set of transmission power factors, for UE devices from NOMA group, and message to all UE devices from NOMA group of control parameters. At that, control parameters are transmitted to UE devices from NOMA group using downlink control information message in special format for NOMA messages exchange, and UE devices from a NOMA group are collectively addressed using a common radio network time identifier (NOMA-RNTI).

EFFECT: technical result is notification of UE devices included in NOMA group, using resources identical in terms of frequency and time, on settings, such as distribution of FTPA, that is, on the power factors settings selected by the base station for transmitting NOMA in the downlink channel through common radio resources.
