SUBSTANCE: invention relates to mining industry and can be used in open development of gently sloping and inclined permafrost coal and placer deposits with internal dumping. Method includes excavation of a fertile layer, modular development of an overburden ledge, excavation and transportation of a mineral with alternation of a deposition of the worked-out space with an internal storage of dump, where the ice prism is frozen in parallel. Pipes with perforation are laid on the base of the mined space, the total area of which is not less than the diameter of the pipe, wherein sand-gravel mixes are formed along the pipes in the form of triangular prism with height of 3–5 pipe diameters, and distance between pipes is not less than double freezing radius in freeze-hardened internal dump.

EFFECT: technical result is providing stability of freeze-out internal pits base in frozen state during their entire service life.
