FIELD: organizational and technical systems.
SUBSTANCE: invention relates to the management of the activities of organizational and technical systems (OTS) based on the results of monitoring the state of the moving and stationary multiparameter objects (MPO) included in these systems, located in the global territories of the Earth's surface. The essence of the proposed solution lies in the fact that the system of global monitoring in real time of the state parameters of the MPO at each of its points of receiving, processing information and control is additionally provided by a unit for predicting the state of structural subsystems of the organizational and technical system (OTS SSs). Its input is connected to the output of the target information receiver. The first output of this unit is connected to the input of the unit for the formation of control decisions for territorial complexes of means of influence, which is additionally introduced to the point of receiving, processing information and control, the second output is connected to the input of the unit for predicting anomalous values of the state parameters of the MPO, and the third output is additionally connected to the input of the unit for generating control decisions for object complexes of means of influence which is added to the point of receiving, processing information and control, while the output of the unit for forming control decisions for territorial complexes of means of influence is connected to the first input of the transmitter of "packets" of information, and the output of the unit of forming control decisions for object complexes of means of influence is connected with the third input of the unit of transmission of "packets" of information.
EFFECT: invention is aimed at expanding the functionality for the rapid prevention of threats of critical situations in the activities of the OTS based on the use of monitoring data of the state of the multi-parameter objects included in them.
