The system contains a network for issuing or providing products or services connected by bidirectional connection to a central hub, in which a request for selecting a product or service is received from the user's smart devices or from input devices in the issuing devices, and the issuing devices are suitable for use in the system, and a method for controlling operations using the system. Possibilities include transmitting information about stock of materials and working condition from issuing devices, checking that the requested operation meets legislative and commercial conditions, providing information to tax authorities and providing owners or those who serve the system with information based on which decisions about stock of materials can be made, and providing information to owners of brands of products available in issuing devices, based on which targeted advertising materials can be selected, and their delivery to the user during the operation.
