SUBSTANCE: inventions relate to a non-flammable tobacco insert for vaping and to a cartridge containing the non-flammable tobacco insert for vaping. The non-flammable tobacco insert (1000) for vaping comprises a filter (1220) with a first diameter and a non-flammable tobacco element (1150), the first end whereof is in contact with the filter. At least one first part of the tobacco element has a second diameter smaller than the first diameter of the filter. The tobacco element has a variable diameter, and the first end of the tobacco element has a third diameter. The cartridge (70) comprises a heater (14) configured to evaporate the finished composition for evaporation, communicating with the heater by means of a wick (28). The insert (1000) is located in at least part of the passage (9) for air inside the cartridge, wherein the insert is configure to ensure the passage of vapour generated by the heater through the insert before being released from the cartridge.

EFFECT: creation of a tobacco insert wherein the entire tobacco column is available for heating, wherein the passage of the vapour flow through said column without significant losses is provided.
