SUBSTANCE: invention relates to digital technologies for ensuring security and countering terrorism. For this purpose, the device comprises a receiving unit, an omnidirectional receiving antenna system and a set of scanning channel receivers, a digital radio-electronic processor, transmission unit, including a radio frequency signal adder, a power amplifier unit and an omnidirectional transmitting antenna system, method is based on using a radio-photon approach to construct a radio signal processor using an optoelectronic radio signal processor with transferring the operation of ultra-wideband single-channel processing of radio signals to the optical range. In the optoelectronic radio signal processor, the electro-optical conversion operation is carried out by means of a semiconductor laser module, processing operation is performed by means of passive optical delay circuit of recirculation type, and operation of inverse optical-electric conversion is performed by means of photodiode module.
EFFECT: high reliability of closing a radio channel by creating a low signal-to-noise ratio.
