SUBSTANCE: terminal device receives broadcast information including the first parameter and the second parameter intended for the first cell. The first parameter is used for selection of a cell or reselection of a cell performed by the terminal device that maintains transmission on a supplementary uplink (hereinafter – SUL) carrier. The second parameter is used for selection of a cell or reselection of a cell performed by the terminal device that does not maintain transmission on SUL carrier. The terminal device performs the selection of a cell or reselection of a cell based on the first parameter, when the terminal device maintains transmission on SUL carrier; or performs the selection of a cell or reselection of a cell based on the second parameter, when the terminal device does not maintain transmission on SUL carrier.
