FIELD: communication.

SUBSTANCE: system for operational correction of technical parameters of radio-electronic devices (hereinafter – RED) of cellular mobile communication networks is used due to reception and processing of matrices of limitations calculated in a contour of administrative computing devices based on data on technical parameters of operational deployment RED by means of use of computing devices connected to wire or wireless communication. Means for operational interaction of administrative devices with devices of an operator of the cellular mobile communication network change a state of use of a radio-frequency resource and timely control such a state on a given territory. Automatic means for performing procedures of regulation of use of a radio-frequency spectrum by cellular mobile communication networks perform operational correction of technical parameters of RED of cellular mobile communication networks for a given period. Means for formation of matrices of limitations describe planning, taking into account territorial, frequency, and energetical characteristics of cellular mobile communication networks, expressed in limit levels of EIRP with reference to a territory.

EFFECT: provision of an automated system for exchange of reliable information messages for interference-free joint functioning of radio-electronic devices of special users with radio-electronic devices of GSM and LTE standard networks.
