SUBSTANCE: invention relates to rotary-type apparatus acting as a wing, blade, or vane, and can be used in aviation, shipbuilding, power engineering, turbine, compressor and pump building. Apparatus for creating a hydrodynamic lifting or driving force in a fluid flow consists of a cylindrical rotor with a drive. The rotor is secured on the supporting structure and configured to rotate. The contact of the incoming flow with the lateral surface of the rotating rotor herein is eliminated at least in the entire area thereof where the instantaneous velocities of the surface elements thereof have components directed in the opposite direction to the incoming flow.
EFFECT: hydraulic resistance of the rotating rotor to the flow is lowered, and energy consumption is reduced.
