SUBSTANCE: method and apparatus for uplink data transmission at full power is provided. The method is applied to a terminal and includes uplink data transmission at an uplink power obtained by scaling with a power scaling factor that is determined based on a power control factor, the power control factor including at least one of the following criteria: the possibility of uplink data transmission by the end device at full power; supported TPMI transmission precoding matrix indicator reported by the terminal; a TPMI indicator reported by the network device; operating mode reported by the terminal device; and the number of antenna ports for each SRS resource in the SRS sounding reference signal resource set, which is configured by the network device based on the operating mode.

EFFECT: increasing the power of the uplink and increasing the coverage of the uplink.
