SUBSTANCE: image encoding/decoding device is provided for outputting residual samples by applying at least one of Low Frequency Nonseparable Transform (LFNST) or Multiple Transform Select (MTS) to the transform coefficients; generating a reconstructed snapshot based on the residual samples, wherein LFNST is performed based on an LFNST index indicating a LFNST kernel, MTS is performed based on an MTS index indicating an MTS kernel, parsing with respect to the MTS index is performed based on a colour index of the current block being a luminance component, and parsing with respect to the LFNST index is performed regardless of the colour index of the current block.
