The first rotating unit (1a) comprises a first drive part (1a1) and a second drive part (1a2), the second rotating unit (2a) is equipped with a first transmission part (2a1) and a second transmission part (2a2), and the second drive part (1a2) can rotate relative to the first drive part (1a1). The device can rotate and adjust the position of the processed rod relative to the rotating element to correct technical characteristics.
