Disclosed is a method of decoding an image, comprising steps of: generating a list of candidates for merging a current block; indicating any of the plurality of merge candidates included in the merge candidate list; based on the first affine initial vector and the second affine initial vector of the said candidate for merging, the introduction of the first affine initial vector and the second affine initial vector of the current block; using the first affine initial vector and the second affine initial vector of the current block, introducing an affine vector with respect to a sub-block in the current block and based on the affine vector, performing prediction with motion compensation with respect to the sub-block.
