FIELD: radar equipment.

SUBSTANCE: invention relates to radar equipment, in particular to frequency converters, and can be used in radar signal simulators simulating a moving target. Frequency converter for generating the Doppler shift comprises two digitally controlled phase shifters connected in series and a digital control device. Digital control device generates control codes. For the first phase shifter, a digital pseudorandom sequence is generated, for the second phase shifter, codes are generated, which include compensation of the pseudorandom shift of the first phase shifter until the full phase revolution (2π), as well as linear phase set codes for frequency conversion by a given value.

EFFECT: high reliability of simulating a signal from a moving target while reducing complexity and dimensions of the product.
