Cartridge for an aerosol-generating device comprises a housing containing an aerosol-forming substrate. Housing comprises an upper housing part and a lower housing part. Heating element comprises fluid-permeable part of heater and part of electric contact. Part of the heater and part of the electric contact are made as a whole from one sheet of the heater. Part of the heater is enclosed inside the housing and is located with the possibility of heating the aerosol-forming substrate. Part of the electrical contact extends beyond the housing. Cartridge additionally contains an external case shell, in which the upper and lower parts of the case are retained. Outer shell of the housing is configured to accommodate the upper part of the housing and the lower part of the housing so that the outer shell of the housing squeezes the upper part of the housing and the lower part of the housing together to provide a seal between them. Disclosed is an aerosol-generating system and a method of making a cartridge for an aerosol-generating device.
