SUBSTANCE: generating a merge candidate list for a first block. One of the merge candidates included in the merge candidate list is selected. Performing motion compensation with respect to first block based on motion information about selected candidate for merging, wherein candidates for merging between sections included in the table of information on movement between sections can be added to the list of candidates for merging based on the number of spatial merge candidates and temporary merge candidates included in the merge candidate list.
EFFECT: high efficiency of prediction between images.
